This is because the product can be used as substrate in the reaction where enzyme is used as catalyst.  With the increase of substrate concentration the product of the reaction also increase and with the increase of product of the reaction and the decrease of reactants or substrate of the reaction causes to decrease the rate of reaction.  So enzyme determines the rate of the reaction as it can control the rate of reaction.
