Value of test statistics will be the average of both endpoints of this confidence interval. If you already know the population mean, there is no need for a confidence interval. When you compute a confidence interval on the mean, you compute the mean of a sample in order to estimate the mean of population. The 95% confidence interval for the mean will contain the population mean 95% of the time. We must assume that all the values were independently and randomly sampled from a population whose values are distributed according to a Gaussian distribution.
