The white clouds which are formed on the cold are sometimes called steam. Is this correct?

Vapor is a gaseous state of matter under conditions when the gas phase can be in equilibrium with the liquid or solid phases of the same substance. In this case there is no equilibrium, that is why the right white club are better called the fog.
